Key NYC Energy Laws
Local Law 84 (LL84): NYC's annual energy benchmarking requirement for buildings over 25,000 sq ft. Deadline: May 1. Filed via Energy Star Portfolio Manager (ESPM). Non-compliance results in DOB violations starting at $500/quarter.
Local Law 97 (LL97): NYC's carbon emissions cap law. Mandatory greenhouse gas limits for buildings over 25,000 sq ft. Fines of $268/metric ton CO₂e over the building's annual cap, beginning with the 2024 compliance year. Caps tighten further in 2030.
Local Law 33 (LL33): Requires covered buildings to publicly post an energy efficiency letter grade (A–F) based on their EPA Energy Star score from annual LL84 benchmarking. Energy Heights helps improve grades without requiring capital improvements in many cases.
Local Law 87 (LL87): Mandates periodic energy audits and retro-commissioning for buildings over 50,000 sq ft on a ten-year cycle.
